[ALBUQUERQUE, NM] – The Energy, Minerals and Natural Resources Department (EMNRD) of the State of New Mexico and the Energy Conservation and Management Division (ECMD), announced the opening of the application process for the Community Energy Efficiency Development (CEED) Program. This initiative is designed to foster positive change in historically underserved communities throughout New Mexico by enhancing the energy efficiency of residential buildings.
The CEED Program aims to reduce energy consumption and alleviate the energy burden on residents in frontline communities. ENMRD is inviting applications from various eligible entities, including Indian nations, tribes, pueblos; county and municipal governments; and the New Mexico Mortgage Finance Authority (MFA), to engage in projects that will create a significant impact on energy conservation in the state.
CEED projects will focus on the adoption of energy-efficient consumer behavior, equipment, or devices that result in reduced energy consumption in energy-burdened neighborhoods. This includes health and safety measures, such as those that enhance indoor air and drinking water quality, as well as equipment or electrification upgrades.
“SWEEP is excited for communities in New Mexico to utilize the CEED Program, which provides energy efficiency improvements and valuable cost savings to our most vulnerable communities,” said Tammy Fiebelkorn, New Mexico Representative for the Southwest Energy Efficiency Project (SWEEP). “Addressing the needs of New Mexicans requires robust collaboration, and programs like CEED, which use a cooperative approach, are an example of how collective efforts can fight climate change.”
There are two project types within the CEED Program:
Type 1 Projects are open to all eligible entities and are designed for projects located in underserved communities identified in the application. Type 2 Projects are reserved exclusively for the MFA and are intended to have a statewide reach.
All proposed projects must be implemented within the state of New Mexico.
Interested applicants are encouraged to submit their applications by December 22, 2023. To provide further clarity on the application process and address questions from prospective applicants, EMNRD is hosting a non-mandatory pre-proposal information session on November 3, 2023, at 11:00am. The session will be conducted via WebEx.

Applicants are required to submit their applications electronically using the online application form provided here: emnrd-ecmd.submittable.com/submit. The ECMD may consider multiple agreements under this RFA, provided the applications meet all evaluation criteria.
